Project Jericho Redevelopment
Plan
PNC Development Bank initiated Project Jericho as a means
to reinforce its desire to become the City of Cincinnati’s
lead financial institution and a role model corporate/community
citizen. Jericho is a public and private redevelopment of
the historic Over The Rhine area of Cincinnati’s urban
core. The project presented a combination of office, retail
and residential development creating homes, jobs and reigniting
the commercial vibrancy of an otherwise depressed area.

The Over-the-Rhine
Community Revitalization Corporation
The Over-the-Rhine Community Revitalization Corporation,
a 501(c)(3) non-profit organization, was formed for the purpose
of receiving a charitable contribution of property from land
owners, as well as Project funding grants from the City and
others.

Recommended Development
Overview
Office and Retail
-
The Project concept included
approximately 8,588 sq. ft. of new retail space
and 25,172 sq. ft. of office space.
-
The PNC Bank retail branch anchored
the retail space with 5,400 sf. The remaining retail
targeted a small convenience store and coffee shop
tenant.

The office space served PNC
Development Bank, OTRCRC and the education and
employment offices for the Construction Apprenticeship
Program.

Residential
-
Approximately 72 housing units
(averaging 1,228 sq ft) were designed to be renovated
to an unprecedented level of finish.

Market rate apartments (units)
were targeted to renters. Eventually each building
(a property), made up of several rental units,
could be marketed for sale through the Home Investment
Program.

18 additional units were planned
for in the newly constructed PNC New Liberty Center.
The PNC New Liberty Center, located in New Liberty
North, adjacent to Finley Market, was also to be
the location of the new PNC retail banking branch.

Over the course of five years,
35 properties were to be offered to property owners
who would become major stakeholders in the Over-the-Rhine
community.

Site 3 consisted of an additional
21 residential units to be developed outside the
scope of this development. Jericho was to contribute
111 new residences, averaging 1,300 square feet
each.
